Dear Member
The Glencairn C.I.A. Board of Directors is considering selling the Cairnway
common area and would like to hear from you. These facilities are rarely used and
the cost to maintain them is no longer justified. The Kieth Harrow facilities
receive the majority of use, and the Board would like to enhance them.
Additionally, the Board would like to retire the debt for the construction of the new
community center as soon as possible to eliminate paying interest on the loan.
The pool company keeps a head count on the number of people that use each
facility. The Cairnway facility may see 3 to 5 people every two weeks. The tennis
courts see very little usage, if any, all summer. At least one tennis court will
disappear due to TXDOT widening Highway 6. The playground is a small
playground and with TXDOT widening Highway 6, the area will be even smaller
and is more susceptible to being damaged by vehicular traffic. The Board believes
the widening of Highway 6 will reduce the usage of the facility even further.
There is the replacement of the concrete wall which will cost over $200,000.00 in
addition to the additional plumbing and electrical installations for the pool and the
tennis courts.
These facilities were constructed in 1974 when the subdivision was first
constructed. They are old and require a lot of regular maintenance, i.e. leaking
pipes, pool leaking, equipment wearing out along with vandalism. The cost for
two lifeguards is over $44,200.00 in 2024 for maybe 20 people to go swimming.
The plumbing needs to be completely redone. The pool needs replastering and
new filters. Pumps are breaking down continually. The Association has spent over
$10,000.00 this year alone to keep this pool running in compliance with the Harris
County Health Department. The costs are projected to continue with all the work
that needs to be done. There has also been an increase in maintenance costs for
this facility due to people using this area as a dump site. The pool company
projects a five percent increase, from $54,400.00 to $57,120.00 for operating the
pool in 2026.
The Board of Directors would prefer to invest this money in new and more
activities at the Kieth Harrow facility. The Board is considering enlarging the
parking lot, adding tennis courts, pickleball courts, pool activities (i.e. slide
activity) and other community use activities. The canopy covers at the Cairnway
facility would be relocated to the Kieth Harrow facility along with the playground
equipment.
The Board of Directors would also like to pay off the community center loan. The
Association is currently paying over $6.500.00 a month in loan interest. When
construction commenced on the Community Center the Association had the funds
to pay for the construction. Unfortunately, due to COVID and construction delays
caused by governing institutions, and material increases the Association had to
borrow funds to complete the construction. Selling the Cairnway facility would
pay off this loan. This would save the Association over $78,000.00 a year for the
life of the loan.
The Board of Directors is looking for ways to improve the community, save money
and increase property values. We believe this is one good way to do all three. We
would sincerely like to hear from you regarding this issue.

Early Registration dates:

Late Registration begins May 27th and runs through the 2025 pool season. Residents may register at the Community clubhouse on Thursdays, through June 19th, during late registration, or schedule an appointment to register for new ID cards, at the office of ACMP. Residents only needing renewal stickers may visit the office of ACMP any time during normal business hours, once late registration has begun.
-Each resident/person having a new ID card made must be in attendance to have their photograph taken.
-All pool ID cards that are to be renewed must be presented in order to receive the renewal sticker
-Payment for pool ID cards must be cash or check.
-Residents three years or older will need a pool card to enter the pool.
-Any person wishing to enter the pool area must have a pool ID card.
-Renters must provide proof of residence in Glencairn (driver’s license with property address, utility bill with property address, etc.).

REQUEST TO MEET WITH GLENCAIRN HOMEOWNER’S ASSOCIATION BOARD OF DIRECTORS
If you would like to discuss an issue or concern regarding your home or community, we encourage you to schedule a meeting with the Glencairn Homeowner’s Association Board of Directors.
Topics of discussion can be 1) request additional time for home improvements 2) explanation of ACC denials; 3) deed restriction violation (DR) 4) or to discuss community events and variety of other subjects.
Please note the meeting is only to voice and discuss your concerns and or issues to the Board of Directors. A decision will not be given by the Board of Directors on the day of the meeting.
After meeting with the homeowner, the Board of Directors will discuss in private the homeowner’s concern and or issue and the Board of Directors will provide their decision to the management company, ACMP.
Within ten (10) business days of the meeting, ACMP will send a letter to the homeowner informing the homeowner of the Board’s decision.

Once ACMP receives your request, ACMP will place you on the agenda for the following Executive Session meeting held on the second (2nd) Monday of every month, beginning @ 6pm Meetings will normally be on the second Tuesday of the month at the Community Center, 17030 Kieth Harrow Blvd, Houston Tx.
